Windows 10 build 15035 was from a different build lab, signals feature completion of Redstone 2
With the release of Windows 10 Anniversary update last August, the focus shifted to the next feature upgrade to come. This was announced by Microsoft as creators update last year. In the beginning Microsoft was very slow in releasing new features, but Microsoft geared up in the starting of 2017.
Lots of new features were released as discussed here and majority of them are released after 2017.
The builds after Anniversary update came from RS_prerelease branch which signaled a new lab from which new builds came.
Now the latest build of Windows 10 released this week is 15035, which only contains handful of new features. This build comes from a new rs2_release branch which gives only one interpretation that no new features would be introduced now and only the focus would be on bug fixes.
Windows 10 Creators Update is expected to roll out to production in March, so Microsoft has still a plenty of time to fix bugs.
