As per information, tabbed shell works at OS level so there is no need of developers to develop it separately. Tabbed shell works in Win32, UWP all kinds of applications.

Initial reports indicate that the tabbed shell closely resembles the tab styling of Microsoft Edge. The goal of the tabbed shell is to provide a new, user-friendly experience for the Windows operating system. However, there are potential conflicts that may arise with the tabbed shell, such as having multiple close or maximize buttons. We hope that Microsoft will make the necessary adjustments and refinements before releasing it to the public.
While some third-party applications offer similar interfaces, having tabs as a built-in feature would be quite exciting. The tabbed shell is expected to be included in the Redstone 3 or 4 updates, which are scheduled for release in late 2017 and 2018, respectively.</span></p>
