Many reports across the Microsoft QA support forums are signaling a known issue for a fraction of users, where redeeming any product key related to any Microsoft product, like Microsoft Project, Visio, or Office 2024, at the Office Redeem page, is redirecting to the Office Product Key Outage page, which is explained in detail below.
What is Office Redeeming Product key process?
The Office redeeming product key process is the procedure used to associate a new Microsoft Office or Microsoft 365 license with your Microsoft account. When you purchase a retail copy of Office, you receive a 25-character product key that must be redeemed by signing in to your Microsoft account and entering the key on Microsoft’s official setup website.
Once the product key is successfully redeemed, the license becomes permanently linked to your account, allowing you to download, install, reinstall, and activate Office without entering the product key again. If there is an Office product key outage, users may temporarily be unable to redeem new product keys even if their product key is valid, and will usually need to wait until the service is restored, except in the scenario described in this article.

If you are trying to redeem a product key on the Office redeem page for any Microsoft product, such as Microsoft Office standalone, after entering the product key, you will be redirected to https://officeredir.microsoft.com/r/rlidO15C2RServiceOutage. The page URL indicates an Outage, but in reality, the problem is different.
Your Product key is probably not genuine, or an LTSC version was supplied
Multiple confirmations from the QA forum users indicate that the product key they are trying to redeem was purchased from a 3rd party vendor, rather than the official Microsoft Store.
These versions are intended for business use, but some 3rd-party sellers use them for personal users to make a profit. Since Microsoft forbids using a Business or LTSC version in a personal environment, these versions are blocked. The redirection to the Office product key outage page is probably erroneous or a work in progress for a new page.
What are your options?
Since your product key was never a legitimate one, I am afraid Microsoft cannot do much in this case.
One option you have is to ask the seller for a refund and buy the Office product from the Official Microsoft Store. If the seller refuses to do that, ask them to activate it for you. Please note that Microsoft will not be liable if the product gets deactivated in the future.,
